Apart however from this point it is considered here that we should accept the Governor's proposal on more general groun £. The administrative time- scale alone remains unapproved of all the, major time-scales dealt with by the salaries Commission,' As I mentioned in paragraph 5 of my letter of the 20th February we knew then that the Commission's proposed scale was regarded by the service as unsatisfactory compared with the other scales. The Governor now reinforces this information in the first sentence of his telegram No.376 and in the last paragraph or his telegram No.377. Se consider that it is of the greatest importance that the soule we finally approve should at least not be less than what the Governor advises is, in itself, bound to cause disappointment.

The increment of 260 now proposed after the initial two (probationary) yeurs is well supported by Colonial Lervice practice elsewhere and our Colonial Service Lepartment has no objection to the adoption of the scale now proposed.

I hope therefore you will be able to agree to our approving it 1.e. the scale in column (f) of the attached statement.

As regards paragraph 2 of Hong Kong telegram No. 377, we propose to accept the Governor's view regarding the salary for the post of Labour Commissioner.
